These are the Smart, Inc email-messages from Smart personnel dated March 29, 2012 due to the Billing Statement the school had received. The school was worried for the payment of possible billings considering that the school during that time was not yet included in the Sub-Allotment Release Order from the Central Office. The school hadn't yet received the DICP check worth of Php 48,000.00 per year.

Letter to Mrs. Andresa Mirasol for Smart Bro Payment
The ICT Coordinator asked funds from the ICT Treasurer for the Smart Bro billing but the department should be refunded by DepEd Cebu Province as what Cebu Province Division Accounting Personnel told Mr. Ramon Cortes and Mr. Lumayag.
Smart Broadband, Inc. issued Official Receipt to Mantalongon NHS
This Smart Broadband, Inc. Official Receipt must be submitted to DepEd Accounting Office with DepEd Voucher for reimbursement. The ICT Coordinator gave this Official Receipt with a DepEd Voucher to Mr. Ramon M. Cortes, the principal of the school last August, 2012 so that the principal might have to fast tract this transaction to the division office. When the ICT Coordinator made a follow up regarding said transaction last January 4 and 5, 2013, the update was 'Still On Processing' according to the retired principal.
Mantalongon NHS-ICT Coordinator Emailed this letter to the Undesecretary
Concerning to the DICP Application Mr. George Lumayag emailed Atty. Alberto Muyot for the school to be included in the Sub-Allotment Release Order under DICP.

Usec. Alberto Muyot, DepEd Central Office issued 1st Indorsement to the director of Technical Service to help Mantalongon NHS avail DICP-a response to the MNHS-ICT Department's request.

This DICP Check is a budget allocation for one year of Internet Subscription of the school and must be liquidated month by month.
Smart, Inc SM City refuses to Print Billing Statements prior to the May 25, 2013 payment
Mr. Geoge Lumayag, ICT Coordinator of Mantalongon NHS-Dalaguete asked Smart teller to print billing statement so that the school can precisely pay the school payables with Smart, Inc. but the teller did not print requested Billing Statements considering of Smart policy that only the principal could request billings. Since, Mr. Lumayag thought that the school applied for DICP last December 2011 and that DICP is a contract for years between Smart telco and DepEd, he presumed that the school had account payables considering that the school has enjoyed an Internet connection since December 2011 up to the present. And that, since he believed that the usual requirement for COA Liquidation is only the Official Receipt, he honestly paid Php 8,000.00 with Smart Bro in an over the counter payment at SM City on May 25, 2013. Lately, he was advised by the principal to ask Smart Bro to print the school Billing Statement because his DICP Liquidation with COA was denied.

Mantalongon NHS-ICT requested Smart, Bro Inc for re-connection of its Internet subscription
Mantalongon NHS-ICT Coordinator personally talked Ms. Junah Jane Q. Sevilles, Wireless Associate, SME Visayas and asked her that MNHS wanted to apply for the re-connection of DICP subscription with Smart telco. He gave her the letter request on July 10, Wednesday, 2013.
MNHS-ICT Coordinator asked 8K to the department
The MNHS-ICT Coordinator asked the department Php 8,000.00 for the school's Internet payment covering April 2012 to May 25, 2013.
MNHS-ICT Coordinator did withdraw Php 8,000.00 at Rural Bank of Cebu South on July 13, 2013 for the payment of the school's Internet subscription.
A follow up of the school's Internet re-connection
Mr. Lumayag, MNHS-ICT Coordinator personally visited PLDT/Smart Corporate at PLDT building, Mabolo, Cebu City to make a follow-up of the school's application for Internet re-connection with Smart telco on July 17, Wednesday, 2013. Ms. Junah Jane Q. Sevilles, Wireless Associate of SME Visayas asked Mr. Lumayag his mobile number so that Smart, Inc, Main Office personnel could communicate him anytime if such application shall be granted. On July 18, Thursday, 2013, at 12:00 noon, Mr. Robert Acuña, Smart Communications personnel called Mr. Lumayag, confirming that Matalongon NHS-Dalageute, Cebu is definitely connected with Smart Bro database system dated July 11, 2013.
This is the Smart Bro Billing Statement that must be paid by the school. However, on November 15, 2013, DNHS informed Mantalongon NHS ICT Coordinator that DICP is only for Globe so Cebu Province Division Accounting Section refused to grant the request of Mantalongon NHS to pay Smart Bro Billing Statement
Above letter should be given further clarification. The ICT Coordinator believed DICP Allotment of the school shall be implemented and corresponding liquidation shall be accepted.
On November 18, 2013, Mr. Lumayag, the ICT Coordinator sent a message to Ma'am Elena Paras, the DepEd ICT Supervisor regarding the problem on MNHS DICP billing statements. The DepEd ICT Supervisor confirmed that DepEd Internet Connectivity Project (DICP) is not exclusively for Globe Telco. So, therefore, 48K check of DICP Allotment for MNHS could be precisely liquidated on November, 2013.
